The World Government declared Luffy a Yonko.

After Luffy and his team defeated Kaido and Big Mom, their bounties skyrocketed. But the World Government only announced Luffy as a Yonko, even though Law and Kid played a significant role in the battle.

Only Luffy earned the title of a Yonko because he took down Kaido, the strongest creature alive. Not only that, the straw hat pirates have already invaded Big Mom’s territory and came out with just scratches.
